Draft Minutes of the of the Parish Council held

 Wednesday 9th September 2026, 19.00pm in the Village Hall

Cllr M Hill Chair, Cllr N Robins Vice Chair, Cllr R Birdsall, Cllr C Tate & C Hatch (Clerk)

 

  1. Public Forum (15 minutes maximum) Six residents attended the forum. One resident asked if a road sweeper vehicle had been organised, Cllr Birdsall confirmed a second vehicle had been requested to deal with the hay on the road, the road sweeper attended as a result of the request made, however a hay lorry went through the village the next day leaving more straw on the road. Other questions were put to the Councillors regards the drains being cleared, this was discussed further under Highways item 11.2.
  1. Welcome Cllr Tate to the Parish Council: The Chair welcomed Cllr Tate to the meeting and invited her to join the PC meeting having signed her Acceptance and DPI forms.
  1. Apologies for Absence. None.
  1. To receive declarations of interest in accordance with the 2011 Local Government Act. – personal or prejudicial interest in any items for discussion. Cllr Hill declared an interest in his property in Kirkby Underwood.
  1. Draft Minutes of the Parish Council meeting held on Tuesday the 4th of August 2026 to be approved as the Minutes. Having been previously circulated to the Councillors, the minutes were. Noted and adopted.

5.1 Matters Arising None.

  1. Co-option of a resident/s of Kirkby Underwood onto the Parish Council.

The Clerk confirmed receipt of an email from Cllr Hill expressing his interest in becoming a permanent member of the Parish Council. The Councillors voted unanimously in favour. The Clerk provided the necessary Acceptance and DPI forms for completion and welcomed Cllr Hill who continued to act as Chair.

  1. Chairmans Report.

7.1 County & District Councillor’s. Cllr Hill advised the Councillors, the Lincolnshire County reorganisation has been put on hold for the time being, as a result the District Council elections will take place in May 2027, he also advised the second consultation for the Weston Marshes to East Leicestershire pylon project takes place between the 8 of September to the 3 of November.

  1. Councillors Reports. Cllr Birdsall advised that one tonne Grit bags are available to villages, Cllr Birdsall to talk to a resident regarding whether we have enough salt in storage and if the resident is happy to allow the council to continue storing it at their premises.  If there is a need to order more Cllr Birdsall will let the clerk know.
  1. Parish Clerk report.
    1. Position at Bank. The Clerk confirmed that due to circumstances beyond their control, the new signatory’s will not be in place until at least the 21st of September, the Clerk apologised for this delay and to those who are awaiting payment.
    2. Payments to be approved. None.
    3. Annual Governance Statement: To Resolve the Approval of the Annual Governance Statement, for publication. The Clerk confirmed, as the Parish Councils income and

expenditure are below £25K per year, they are able to participate in the AGAR self-assessment scheme. The Clerk provided the completed annual return for approval,

which having been approved, was signed by the Chair and Clerk. The Clerk confirmed the audit had been carried out by Additions Accountancy Ltd, an independent firm

of accountants.

  1. Planning: No applications received since the August EGM.

 10.0 Correspondence:

10.1 Email, Village Hall Litter Pick. After discussion, it was agreed that at this time there was no need for a community litter pick, Councillors' agreed they would do roads themselves. A community litter pick has been set for ..24th and 25th of April 2027. This will be advertised on the Village Face Book page.

10.2 The Clerk advised; he had received an email from a resident after the publication of the agenda. The resident has requested a copy of information relating to previous minutes. The Clerk will deal with this as a freedom of information request.

 Cllr Hill advised he had been made aware of a consultation of changes to the rights of way at Callans Lane and Temple Wood, he expected the Parish Council will be notified in due course.

  1. Highways:
    1. Repairs to village bus stop. Cllr Birdsall advised a grant may be available to update and improve the bus stop in the village. Cllr Birdsall will obtain quotes for the work and apply for the grant.
  1. Blocked highway drains. Cllr Hill updated the Councillors regarding the contractors commissioned to clean the drains; two drains still require attention and may require more specialist equipment to complete the work. Work relating to the pond and culvert is ongoing.
  1. Other matters for discussion: None
