Minutes of the meeting of Kirkby Underwood Parish Council, held in the Village Hall on Monday 20th January 2025.

Present:Chair J Ashwood, Cllr L Green, Cllr D Dodds, Cllr M Walker,Clerk L Davies & Cllr R Birdsall.
Public Forum
Chairman’s opening remarks
215. Good evening on this damp evening that is turning wintry.

Agenda
Commences on conclusion of the public Forum. Press &Public welcome to observe. 
1. Apologies for absence: To receive and accept apologies where valid reasons have been given to the clerk prior to the meeting. 
217. None
2. To receive declarations of interest under the Localism Act 2011, being any pecuniary interest in agenda items not previously recorded on members register of interests. 
218. None
3. To approve Minutes of last Council Meeting (18th November 2024) (All)
219. The previously circulated minutes were approved as a true record.
4. Receive External Group updates 
        4.1 County & District Council Reports - as available
        220. None Received, but the request was to email Cllr Alicia Kearns to invite her to attend Parish Meeting.

5.Parish Matters:
5.1 To consider application to the Merrison fund. 
221. No new applications
5.2 To receive an update on the reconditioning of the notice board.
222. As approved at the meeting to be actioned by the local contractor in the village. Once the weather improves the notice board will be taken down and reconditioned. Any notices to be placed on the village hall. As advised by LALC a list of dates of the meeting is the minimum to be placed. Agendas and minutes are good practice.  
5.3 To receive an maintenance of the pump
223. Cllr Walker is obtaining quotes for a painting and a “good tidy up” and volunteer of the village have been sweeping and keeping the space tidy which the parish council are thankful for.
5.4 To consider a remembrance project for the village for 2025
224. As raised by a member of the community, it was discussed and agreed that the “Tommy” figures from the Royal British Legion were nice and gave the nod to those who have given their lives, so we can have our freedom. It was raised that the cost may be split between the VH & PC. Cllr Green and cllr Ashwood would discuss with relevant parties. Though the PC has budgeted for the full cost.
5.5 To Discuss what can be actioned in regards to the recent flooding in the village
225. The village was hit by a large amount of rain fall which meant large volumes of surface water running off the fields. Though no homes were affected there was one that water was very close to breaching.  Again we ask people to ensure the drains outside of the properties are kept clear of leaves
6. Financial Reports:
6.1. FY 2024/25 Accounts to date; Approval of expenditure (All)
226. Payments passed for payment was the Clerks salary.
6.2 To approve 2025/2026 Budget previously circulated 
227. The previous years have been up and down, so working to level out the precept rather than reacting. Therefore the increase will be gradual and not sudden. Voted and agreed to pass for payment. 
7. To Receive any Urgent Reports. 228. None
