Minutes Meeting 11 August 2020
Due to the Covid-19 Pandemic the safeguarding prohibitions prevent the Council from holding a public meeting. The Local Authority, Police and Crime Panels Regulations 2020 came in to force on 4th April 2020. This provides Local Councils to hold remote meetings via video and telephone conferencing. Therefore these are the Minutes of Kirkby Underwood Parish Council meeting held on Tuesday 11th August 2020 at 11.00 a.m. held via video conferencing.
Present: Cllr J Ashwood- Chair; Cllr Mrs L Green- Vice Chair: Cllr J Kenwood; Cllr B Pottle; Cllr H Collinge
In attendance: Mr M Kenwood Parish Clerk; One member of the public was in attendance.
Meeting commenced at 11.01 a.m.
1 APOLOGIES FOR ABSENCE TO RECEIVE AND ACCEPT APOLOGIES WHERE VALID REASONS FOR ABSENCE HAVE BEEN GIVEN TO THE CLERK PRIOR TO THE MEETING
None.
2 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011- BEING ANY PECUNIARY OR NON PECUNIARY INTEREST IN AGENDA ITEMS NOT PREVIOUSLY RECORDED ON MEMBERS REGISTER OF INTERESTS
The Chair declared an interest in Item7 of the agenda as a landowner in Callans Lane.
3 TO APPROVE AS A CORRECT RECORD THE MINUTES OF THE MEETING HELD ON 4TH JUNE 2020
The Chair declared that she wished to make a further amendment to the Minutes under Standing Order 12d. It was proposed, seconded and Resolved; That the official minutes of the meeting of the Council held on 4th June 2020 be approved as a correct record and the Chair authorised to sign the minutes.
4 PARISH COUNCIL WEBSITE
The clerk reported the implementation of Lincolnshire County Council’s provision for a new countywide Parish Council website compliant with the new regulations on Local Authority website accessibility. The clerk stated that the migration of data from the existing Kirkby Underwood Parish Council portal was now complete. The new site has the ability for residents to link directly to other sites, such as Fix My Street etc additionally can advertise new community events, from Parish Council, Village Hall and Church if required, The old portal will be switched off within the near future and the link to the new site is: https://kirkby-underwood.parish.lincolnshire.gov.uk/ The Chair raised her concerns that use of the website could grow to be a liability. The clerk replied as the implementation was ongoing it was important to clarify that the LCC website was provided for use by all Parish Councils, the software is restricted to predetermined parameters as displayed on the website, thus fulfilling legal obligations, useful links and information for residents. The chair accepted this clarification.
5 FINANCIAL MATTERS to receive the Parish Clerk’s financial report and to authorise the signing of orders for payment
5.1) Bank Reconciliation prepared by the Clerk was received, considered. and Resolved: Bank Reconciliations accepted as accurate, signed by the chair.
5.2) 2020/21 Precept and Budget Review was received, considered and Resolved: That the Budget Paper was reviewed and accepted.
5.3) Authorise signing of orders for payment. It was proposed, seconded and Resolved: That orders for payment be authorised totalling £318.28, signed by the Chair.
6 PLANNING MATTERS
S20/0878 Dwelling, Aslackby Road and S20/1232 Porch, Stainfield Road approved.
7 HIGHWAYS The Chair and Clerk were in receipt of request from a resident for an Environmental weight limit to be applied to Callans Lane. This follows on from a similar request raised in November 2019 and rejected by LCC in February 2020. The principle concern was damage caused to roadside ditches and increased traffic of heavy vehicles, principally bulk and quarry carriers. The authority accepted that this was an ongoing issue with wider issues beyond the remit of the Parish Council, but would maintained on the agenda and further clarification sought. It was proposed, seconded and Resolved: The clerk will reply in these terms to the resident.
