Minutes of the meeting held on Tuesday 11th February 2020 at 7p.m. at Kirkby Underwood Village Hall

Present: Cllr Mrs J Ashwood Chair; Cllr Mrs L GreenVice Chair; Cllr B Pottle; Cllr Mrs J Kenwood; Cllr H Collinge

In attendance: Mr M Kenwood Parish Clerk; Mr S Tarrant KUPC Environment Advisor; Cllr M Hill Leader LCC

Absent: None

Open Forum: The public forum No other members of the public were present.

Meeting commenced at 7.03 p.m.

1. APOLOGIES FOR ABSENCE - To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting: None

2. TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011- being any pecuniary or non-pecuniary interest in agenda items not previously recorded on Members Register of Interests: No declarations were made for the agenda items.

3. TO APPROVE AS A CORRECT RECORD THE NOTES OF THE MEETING HELD ON 12th NOVEMBER 2019.

It was proposed, seconded and Resolved; That the official minutes of the meeting of the Council held on 12th November 2019 be approved as a correct record and the Chair authorised to sign the minutes.

4. CLIMATE CHANGE/ENVIRONMENTAL ISSUES

To receive a report from Mr S Tarrant KUPC Environment Advisor consider and resolve.

Mr Tarrant outlined his report prepared following the PC meeting November 2019. Public understanding and awareness of the causes and effects of climate change have increased significantly over the last few years.

Following the UK parliament, in September 2019 South Kesteven District Council declared a climate emergency with planned appointment of a Sustainability and Climate Change officer. Growing numbers of Parish Councils are adopting actions to help raise the profile of the issue within

their communities. The forthcoming KUPC Community Day on the Environment combined with free trees for planting is a good example. It was accepted that this was the first step in a long term objective. The authority thanked Mr Tarrant for his input.

It was proposed seconded and Resolved: that the authority would support proposals from SKDC Climate Change Team, continue with ongoing environmental awareness and develop strategies where appropriate.

5. CPRE BEST KEPT VILLAGES AND SMALL TOWNS COMPETITION

5.1) Cllr Kenwood received the award for runner up in the 2019 competition at the SKDC Council meeting in Grantham. The certificate will be displayed in the village hall.

5.2) Entry for 2020, Cllr Kenwood agreed to co-ordinate the village entry for this year.

6. FIXED ASSET MAINTENANCE

To receive a report from the Clerk: The eradication of graffiti within the Bus Stop Shelter was actioned by SKDC during their Big Clean operation including painting the ceiling. The guttering drainpipe was rectified by the clerk.

7. PARISH COUNCIL WEBSITE

To receive a report from the Clerk. The Parish Council website hosted by Lincolnshire County Council is to be replaced by a new provider. The clerk is attending a training course in early March and will migrate our data to the new site. Details will. be published and circulated in the Newsletter once complete.

8. COMMUNITY OPEN DAY SATURDAY 22ND FEBRUARY 2020

Plans for the forthcoming event themed on the Village Environment were outlined by the Chair. Leaflets have been produced for delivery to all residents and will were published in the January Newsletter.

9. PLANNING None

10. HIGHWAYS

10.1) The clerk reported that a report on weight and speed restrictions have been rejected by LCC and the resident informed accordingly.

10.2) Incident Register to consider and resolve.

The requirement for a register was discussed. It was proposed seconded and Resolved; The proposal was rejected due to Data Protection issues and low occurrence of incidents

11. RECEIVE REPORTS FROM OUTSIDE BODIES

11.1) A letter of appreciation from the village hall committee for the donation from the Bede account was noted.

11.2) An letter of invitation from Gareth Davies MP to a constituency-wide Parish Council Summit in March 20th at Grantham Council Chamber was accepted and will be attended by the Chair.

12. FINANCIAL MATTERS

to receive the Parish Clerk’s financial report and to authorise the signing of orders for payment.

12.1) Bank Reconciliation prepared by the Clerk were received, considered. and Resolved: Bank Reconciliations accepted as accurate.

12.2) 2019/20 Precept and Budget Review was received, considered and Resolved: That the Budget Paper was reviewed and accepted.

12.3) Authorise signing of orders for payment. It was proposed, seconded and Resolved: That orders for payment be authorised totalling £ 412.40

12.4) Appoint external auditor for 2019/20 audit; It was proposed, seconded and Resolved; that Mrs Moore had Kindly agreed to undertake the audit.
